Matt White shares insight on updated SMART legislation in Green Building Advisor


How will states step up as federal solar support shifts? Massachusetts just provided a big answer with the launch of its updated Solar Massachusetts Renewable Target Program: SMART 3.0.

SMART 3.0 moves away from declining block incentives and instead stabilizes rates by adjusting them annually based on market conditions. This shift reflects real-world factors like tariffs, supply chains, and material costs. The program is designed to help Massachusetts meet its climate goals, expand affordable clean energy for consumers, and account for grid and ecological impacts of solar development.

As Aspen Power’s Matt White told Green Building Advisor: “Because the cost of solar has come down 90% in the last 10 to 15 years, now it’s a matter of investing in cost-saving measures.”
